		<description>I don&#039;t have a problem with that rescue. The law requires a finder to return a dog to it&#039;s owner or hand it to the Local Authority where it was found. Once they had control of the dogs the RSPCA traced the owner and returned them. Job done. I WAS good publicity too wasn&#039;t it.

Did the RSPCA contact the local council or did they go for the publicity of &#039;saving&#039; dogs without bothering to contact the authorities?
