If this person meets the criteria under the current legislation, what can a council do as nothing illegal has happened, although reprehensible, if it is not illegal what can be done? Yet again Dogs Trust spinning and having a go at councils before they glean their information for the next extract of 'councils kill xxxxxxx dogs' for their stray dog survey!
