Camden Council Introduces Dog Control Orders

aggresivedoberman.jpgPeople who act irresponsibly by letting their dog foul the pavement could soon face a fine under dog control orders being brought in by Camden Council.

The dog control orders form part of the Council’s approach to improving Camden’s environment. Public notices are being printed in the local press later this week, and this marks the final stage before the dog control orders come into force on Thursday 27 November.

The Council wants to encourage residents to look after their local environment and to be aware of what actions are considered an offence. But if people ignore the advice and information given, further action can be taken.

This could include issuing Fixed Penalty Notices (FPNs), which are a targeted and efficient way of dealing with certain environmental crime problems.

FPNs can be issued for:

- failing to remove dog faeces
- not putting, and keeping, a dog on a lead when directed to do so by an authorised officer
- permitting a dog to enter land from which dogs are excluded.

The measures in the dog control orders were decided after a massive response to the consultation on the issue, from residents and organisations like the Kennel Club.

Cllr Mike Greene, executive member for environment, Camden Council said:

“We want our local environment to be somewhere everyone, including dog owners and their pets can enjoy. Responsible dog owners have nothing to fear from these measures but anyone who allows their dog to foul the pavement could be asked to pick up after it and if they refuse, then they could receive a fine.”

Caroline Kisko, Kennel Club secretary, said:

“KC Dog is pleased to have helped Camden Council form reasonable dog control orders, and to have increased local dog owner participation in the consultation. Any council across the UK can bring in dog control orders, so it is important that all dog owners join KC Dog for support and information. For more information visit www.kcdog.org.uk

    As usual the Kennel Club pipes up that it has helped in this case Camden Council to form reasonable dog control orders? Since when has the Kennel club had any statutory invovlement with Local Authorities? This is spin of the worse kind by an elitist organisation that on the one hand criticises local authorities and spreads the word that one may have dared to want to improve local environmental quality for the benefit of all residents by bringing in orders but on the other hand ‘helps’ to set up dog control orders? Who is helped, the irresponsible dog owners who think it is okay to let their dogs wander and foul across sports pitches, kids playgrounds and other places that it may be wise to not take dogs or all the residents of an area? Hopefully the Kennel Club ‘fought’ for all dogs and their owners, not just the pedigree ones? Wonder what dog related issue the KC, Dogs Trust, RSPCA and the Blue Cross will next waste money on trying to duplicate the same response for? How about using your public donations (animal charities) to help animals and the KC to sort out the dodgy breeders who are quick to mention that the litters they sell are KC registered than mess around with legislation thaty ou all had the opportunity to comment against when it was being put together.
