Who would back them up when they need to get into an animal owners house to remove animals or to look for signs of animal cruelty? Maybe if it had been a council they may have brought a prosecution, but then again the RSPCA need to tread carefully as councils have power of entry under the new Animal Welfare Act and the RSPCA does not, they also need the councils on side now. End of the day, the police station commander should have been prosecuted/disciplined for this appalling welfare issue as the senior officer responsible for the shift/station. If they do not know what is going on in their own station, what is the point of them being there in the first place!
